Should my engagement photographer pay for permit fees?

So we are going to get our engagement photos taken at the end of September. I am starting to research places in my area that we could go to get the photo's taken. I have also asked my photographer to provide some recommendations and she also alerted me to that fact that some of these places do require a site fee or a permit for photographers to take photos there. In her email it made it sound like it was my obligation to pays these site fees but then when I was researching things on my own the sites made it sound like it is the photographers responsibility to pay these fees. What should I do?
When looking at the sites that require permit fees, the site is usually just making a general statement that the parties that wish to shoot at their location must pay a fee, they don’t care who pays it as long as its paid.
Permit fees are not included in a photographers base rate because how would they know in advance that you want to shoot somewhere that requires a fee?
So yes, usually it is the responsibility of the client to pay any fees related to a location that the client, because that location is your choice. If you do not want to be responsible for any additional fees related to a location, it would be best to choose a location that doesn’t require any.
